Rotary Watch is a national project of all Rotary Clubs in the Philippines. The basic objective of Rotary Watch is to advocate and increase the level of consciousness by citizens that peace and order is as much the community's responsibility and not exclusively the role of the police. In addition Rotary Watch aims to promote the need to reduce the level of tolerance by its citizens against those who break the law.
Obey the Law Rotary Watch is the project motto.
Rotary Watch is a national volunteer program by Rotarians all over the Philippines aimed at assisting the Philippine National Police (PNP) in the identification and reporting of nominated offences and infringements. The critical contribution of volunteers is the fact that Rotarians
1. are mobile
2. have immediate access to communications facilities
3. and largely remain anonymous.
In addition to increased peace and order within the community, Rotary Watch aims to elevate the volunteer’s awareness and consciousness that peace and order is also the community’s responsibility as well as reduce the level of citizens’ tolerance towards those who break the law.
Rotary Watch Volunteers are tasked to identify and report to the PNP matters relating to reckless driving, smoke belching, drug abuse, crime as it occurs, traffic infringements, mulcting and other matters as may be identified by the Philippine National Police.
PNP & ROTARY WATCH Alliance boost police force by 21,490. (June 29, 2009) Rotary Clubs all over the Philippines have entered into an alliance with the Philippine National Police (PNP) on June 29, 2009 via a Memorandum of Agreement (MOA) to jointly implement the Rotary Watch project PNP Chief Jesus Verzosa and Rotary Watch Chairman signed on behalf of both parties. The national civic organization composed of 21,490 Rotarians has volunteered to assist the PNP with the delivery of peace and order.
Rotary Watch & PNP will together campaign and aim to increase the consciousness and awareness of Filipinos that peace and order also the responsibility of the community and not just that of the police.
The Rotary Watch & PNP alliance will aim to communicate the importance of eradicating the community’s tolerance to traffic and motoring violations, for the community to be conscious of the correctness of obeying the laws and generally for Filipinos to be part of the solution to creating peace and order in our country.
This milestone Rotary project will provide the PNP with the support of 10 Rotary District Governors and 804 Rotary Clubs comprising of 21,490 Rotarians nationwide and will increase the capability of the police with “eyes and ears” of the civic society. The 4,856 women Rotarians with specific female concerns will have the potential to contribute solutions on women issues in matters of peace and order.
On September 16, 2009, a Strategic Planning Session was held in PNP HQ Camp Crame, attended by various officers headed by PNP Chief Superintendent Nicanor Bartolome to arrive at IRR Guidelines for a national roll out.
On November 4, 2009 the first of a series of briefings was held at the Manila Polo Club attended by Rotary Clubs of District 3830 attended by the Chiefs of Police of cities within the jurisdiction of District 3830 namely Makati, Muntinlupa, Pateros, Taguig, Las Pinas Paranaque, Las Pinas, except Palawan.
Rotary Watch is a 10-year-old project of Rotary Club of Forbes Park and implemented in alliance with the Makati City Police and now adopted as a national Rotary project given the significance of its community service contribution.

On March 20, 2010, the Implementing Rules and Regulations (IRR) was formally signed with the PNP represented by PNP Chief Superintendent Atty Ernesto Heredia & Rotary Watch Chairman Albert M G Garcia witnessed by District Governor Sid Garcia and Rotary Watch Club Officers ( RWCO) and Rotary Watch District 3830 Administrator (RWDA) Ces Singzon.
